重塑与治理:党建引领社区体育组织嵌入式发展的机制与路径——以武汉市百步亭社区为例

摘　　要：党的十九大明确指出基层组织党建工作"要以提升组织力为重点,突出政治功能"。可见党建引领已成为新时代推进社区体育组织高质量发展,实现社区体育治理现代化的政治保障。当前社区体育组织党建工作仍偏向于政党的"自我本位",限制了组织的资源汲取与业务发展,同时党建任务与行政安排的双重约束,导致社区体育组织面临着治理地位模糊、价值表达受阻等多重窘境。笔者运用个案研究、逻辑分析、访谈等方法,研究发现湖北省武汉市百步亭社区通过深化党建引领,以培育社区体育组织力为重点,推进社区体育治理创新,取得了良好效果,形成了具有参考价值的"实践样本"。研究认为:通过治理结构再造、群体意识培养、组织价值渗透、行政资源引导可有效完成组织间的双向赋权与多重嵌入,激发组织党建活力,达成组织价值共享,增强组织政治认同,最终实现组织能力提升的发展目标。The 19th National Congress of the Communist Party of China has pointed out that the Party building work of grassroot organizations should"focus on improving organizational strength and highlight political functions".It can be seen that the guidance of Party building has become the political guarantee for promoting the high-quality development of community sports organizations and realizing the modernization of community sports governance in the new era.At present,the party building work of community sports organizations still concentrate on the"self-orientation"of the political party,which limits the resource acquisition and business development of the organizations.At the same time,the dual constraints of the party building task and administrative arrangement lead to the multiple dilemmas of community sports organizations,such as fuzzy governance status and blocked value expression.Using the methods of case study,logical analysis and interview,this paper finds that Baibuting Community in Wuhan City,Hubei Province has promoted the innovation of community sports governance by deepening the guidance of party building and focusing on cultivating the organizational ability of community sports,which has achieved good results and formed a"practice sample"with reference value.It is concluded that the bidirectional empowerment and multiple embedding between organizations can be effectively accomplished through governance structure reconstruction,group consciousness cultivation,organizational value penetration,and administrative resource guidance,which can stimulate the vitality of organizational party building,achieve organizational value sharing,enhance organizational political identity,and finally achieve the development goal of organizational ability improvement.
