摘  要:党的十八届三中全会以来,农村集体经营性建设用地入市成为乡村振兴领域理论研究和实践探索的热点。在集体土地入市政策的驱动下,我国逐渐涌现出一批不同于传统特色小镇、美丽乡村的新型城乡融合地区。文章通过梳理全国集体经营性建设用地入市试点地区的项目实践,总结出该类型城乡融合地区具有区位融合、规模优势、功能复合、带动力强四大空间特征。同时,结合该地区的特征与需求,以浏阳市乡村振兴示范区的规划实践为例,构建上下结合谋共识、资源整合定空间、有机融合促创新、需求契合聚人气、综合治理强示范的新型城乡融合地区规划路径,从目标定位、空间布局、创新系统、风貌形象和综合治理等方面探讨了集体土地入市驱动地区的规划设计策略,探索适应新型城乡融合地区的规划编制管理与实施机制创新,以期为新时期我国的乡村振兴实践和科学规划提供参考。Driven by the theoretical research and practice of rural collective land entering the market,in China emerges a new type of urban-rural integrated area different from characteristic town or beautiful countryside.With a review of the pilot collective land marketization projects,the paper concludes the four major spatial characters of the new urban-rural integrated area:location and region integration,scale advantage,complex function,strong driving force.With the planning of rural revitalization model area in Liuyang as an example,a planning path for the new urban-rural integrated area is proposed.It coordinates different administrative levels to reach consensus,reorganizes resources for spatial development,realizes organic integration for innovation,increases popularity by meeting people’s demand,and sets up models of comprehensive governance.The paper explores the planning strategy,compilation,implementation of the new urban-rural integrated area,and provides a reference for rational planning and practice of rural revitalization in China.
