承包商视角下的房建工程延期成本计算实务

摘  要:为及时解决因工期延误导致的索赔分歧,发承包双方需要客观确定工程工期延误导致的承包商成本费用增加。基于房建工程主体结构工期延期进行分析,讨论了工期延期的4种基本情形(关键线路、非关键线路、降效及停滞),对各延期情形下承包商的直接工程费、措施费、间接费、规费及税金成本增加的计算方式进行了研究,分析了各项成本费用计算所涉及的要素,以及各要素对成本费用的量化影响,明确了各项费用具体的计算方法或者公式,指出各方应当正视工期延期问题的严重性,及时应对,妥善处理,才能减少工程参建各方因延期事件所遭受的损失。In order to solve the claim differences caused by construction period delay in time,the employer and the contractor need to objectively determine the increase of contractor’s cost caused by construction period delay.Based on the analysis of the construction period delay of the main structure of the housing construction project,four basic situations of construction period delay(key line,non-key line,efficiency reduction and stagnation)are discussed,the calculation methods of the contractor’s direct engineering cost,measure cost,indirect cost,regulatory fee and tax cost increase under each delay situation are studied,and the elements involved in the calculation of various costs are analyzed.It also analyzes the quantitative impact of various elements on costs,clarify the specific calculation methods or formulas of various expenses,and point out that all parties should face up to the seriousness of construction period delay,respond in time and deal with it properly,so as to reduce the losses suffered by all parties involved in the project due to delay events.
