金融支持文化产业发展效率的影响研究——以江西为例

摘　　要：文化产业是新时期经济增长的原动力,而金融支持是文化产业发展不可或缺的因素。以江西为代表的文化产业不发达地区,如何走出文化产业发展的窘境值得思考。本文采用2010—2019年江西各地级市数据,运用三阶段DEA模型分析技术、规模和融资管理等对文化产业效率的影响。研究表明,文化产业的纯技术效率大于规模效率,规模效率低下是制约文化产业发展的关键因素;管理无效率对产业调整前后效率变化的影响居主导地位,落后的融资管理水平对金融支持江西文化产业效率具有较大的抑制作用;加大金融支持文化产业规模投入时,还需要提高资金的利用率,加快金融资本转化为生产力。当前应在加强金融对文化产业支持力度的同时,更需要改变陈旧的资金分配、管理模式,改善融资环境,进而高质量地发展文化产业。Cultural industry is the source of economic growth in the new era,and financial support is an indispensable factor for the development of cultural industry.It is worth thinking how to get out of the predicament of cultural industry development in underdeveloped areas represented by Jiangxi.This paper collects data from 2010 to 2019 in cities of Jiangxi Province,and uses a threestage DEA model to analyze the impact of technology,scale and financing management on the efficiency of cultural industry.The research shows that the pure technical efficiency of the cultural industry is greater than the scale efficiency,and the low scale efficiency is the key factor that restricts the development of the cultural industry,backward financing management has a great restraining effect on the efficiency of financial support to the cultural industry in Jiangxi Province,and it is necessary to improve the utilization ratio of funds and speed up the transformation of the financial capital into productive forces while increasing the scale investment of financial support to the cultural industry.At the same time,it is necessary to change the old mode of fund distribution,management and financing environment,so as to develop cultural industry with high quality.
