摘　　要：列宁"政治遗嘱"关于国家治理的思考是列宁基于苏维埃俄国世情、国情、党情变化所作的思考和规划,有其深厚的历史基缘。其中,初步形成了以强化民主集中为重点,确保治理决策科学化;以扩大基层民主为首要,推进治理途径民主化;以国家机构改革为契机,力主治理方式法治化;以权力制约监督为抓手,实现治理过程规范化等社会主义国家治理思想。列宁"政治遗嘱"关于国家治理的思考对推进我国国家治理体系和治理能力现代化具有重要启示作用。The ponder on the state governance of Lenin’s "Political Will" is Lenin’s thinking and planning based on the change of world status, national conditions and the party situation about the Soviet Russia and has its profound historical reasons.In his late life, Lenin explored and formed a series of ideas on the governance of socialist countries, for example, strengthen democratic centralization to ensure scientific governance and decision-making;take expanding grass-roots democracy as a priority in order to promote the democratization of governance approaches;state institutions should be reformed to advocate the legalization of governance;realize the standardization of governance process through power restriction and supervision and etc.The ponder on the state governance of Lenin’s "Political Will" plays an important enlightening role to promote the modernization of China’s national governance system and governance capacity in the new era.
