摘　　要：上海及时发现、快速处置、精准防控疫情为全球应对新冠肺炎疫情提供了"教科书范本"。上海以"动态清零"为防控策略,通过主动防控、科学防控和精准防控实现疫情和经济社会生活的均衡治理。疫情均衡治理需要概率思维、数据思维和系统思维,通过经济性均衡、合法性均衡和调适性均衡提高疫情治理能力。上海常态化疫情防控的"动态清零"经验表明,疫情治理关键在于科学化治理,以治理能力的科学化实现经济、社会、生活三重目标均衡。推进国家治理体系现代化和提升国家治理能力应该纳入全球传染病防控议程。Shanghai has provided the world with a "Textbook Model" for timely detection, rapid disposal, and precise prevention and control of the COVID-19 epidemic. With the strategy of "TCE"(Timely Clearing Epidemics), the construction of active prevention and control, scientific prevention and control, and accurate prevention and control system in Shanghai has realized the balanced governance of epidemic prevention and control and normal economic and social operation. The balanced governance of epidemic needs probability thinking, data thinking and systematic thinking, and the ability of epidemic governance can be improved through economic balance, legitimacy balance and adaptive balance. The experience of "TCE" in the regular prevention and control of epidemic in Shanghai shows that the key to the governance of epidemic lies in scientific governance, and the equilibrium of economy, society and life can be realized by scientific governance ability. Promoting the modernization of national governance system and improving the capacity of national governance should be included in the global agenda for the prevention and control of infectious diseases.
