摘 要:重大决策社会稳定风险评估(以下简称"稳评")是防范化解重大社会风险的制度安排,厘清其参与主体与运行逻辑具有重要理论和现实意义。本文构建了一个多重制度逻辑分析框架,以江苏省的实践为案例,考察了"稳评"制度的运行逻辑。研究发现:在政治逻辑的支配下,各级地方党政主要领导在政治注意力分配上对"稳评"工作的重视程度,决定了将哪些工作纳入"稳评";在科层逻辑的支配下,各级地方政府职能部门之间的协作力度,决定了"稳评"工作的实际执行力度;在市场逻辑的支配下,第三方评估机构对利润最大化的追求决定了"稳评"的成本投入和调查质量。这三重逻辑共同型塑了"稳评"制度的实践特征,也影响了"稳评"制度的演化轨迹。The objective of this paper is to analyze the major actors and their logic of action of Social Stability Risk Assessment(SSRA)which is a crucial institution for major decision-making.Taking Jiangsu province for instance,this study researched the development of SSRA under a framework of multiple logics.Results showed:Firstly,driving by the logic of state,the attention given by main leaders of the local party and government at all levels to SSRA,in terms of political attention distribution,determines which tasks will be included into the SSRA;Secondly,controlling by the logic of bureaucratic,the coordination among the departments of the various tiers of government determines the actual implementation of the SSRA;Thirdly,dominating by the logic of market,the pursuit of profit maximization by third-party evaluation institutions determines SSRA’s cost input and investigation quality.Therefore the interaction of these three logics contributed to the development of SSRA.
