世界一流大学产教融合的组织建构研究——以加州大学伯克利分校为例

摘　　要：产教融合是一流大学提高人才培养质量、增强科技创新能力和促进知识成果转化的重要途径。以加州大学伯克利分校为案例,基于新制度经济学视域下的交易费用理论,对其产教融合的组织建构表征与形成机理进行分析。研究表明,产教融合的组织建构形态划分为院校与企业的协同研发、院校与产业集群的资源置换、院校与联邦政府的科研攻关、院校与州政府及企业的互利互惠四种模式,并总结不同组织形态开展产教融合活动时交易费用的衍生特点与影响因素。进一步从降低交易费用、兼顾多方主体、依托产业集群和抓好顶层设计等角度指出我国一流大学产教融合制度设计的破解对策与优化路径。The integration of industry and education is an important way for first-class universities to improve the quality of personnel training,enhance the ability of scientific and technological innovation and promote the transformation of knowledge achievements.Based on the transaction cost theory from the perspective of new institutional economics,this paper takes the UC Berkeley as an example and analyzes the organizational structure and formation mechanism of its industryeducation integration.The research shows that the organizational structure of industry-education integration can be divided into four models:collaborative R&D between colleges and enterprises,resource replacement between colleges and industrial clusters,scientific research between colleges and the federal government,mutual benefits between colleges and state governments and enterprises.The derivative characteristics and influencing factors of transaction costs in different organizational forms of industry-education integration are summarized.Further,this paper points out the countermeasures and optimization path of the design of industry-education integration system in China’s first-class universities,such as reducing transaction costs,taking into account multiple subjects,relying on industrial clusters and improving top-level design.
