摘 要:目的为应对船舶狭小密闭空间内传染性疾病的防范管控问题,有必要系统性地研究制定船舶软硬件防疫技术标准。方法通过开展船舶防疫风险分析,参考传染性疾病防控技术标准和医学防控方案,针对船舶设计、构造、系统配备以及安全管理方面存在的不足,找寻逐项风险的应对措施,形成船舶防疫技术标准。结果相关研究成果已成功应用于3艘邮轮、1艘大型客滚船和2艘超大型集装箱船,对于新建或现有船舶均具有较强的可施行性和工程适用性。结论相关研究成果理论上能够有效降低船舶内部病原体扩散传播的典型潜在风险,填补了船舶设计领域防疫安全技术标准的空白。Objectives In order to deal with the problem of prevention and control of infectious diseases in the narrowly confined space of ships, it is necessary to systematically study and formulate the technical standards for epidemic prevention and control on board ships in respect of both software-wise and hardware-wise. Methods By carrying out the risk analysis of ship epidemic prevention and control, referring to the technical standards for infectious disease prevention and control and the medical prevention and control scheme, and focusing on the deficiencies in ship design, structure, system equipment and safety management, finding the risk response measures respectively to form the technical standards for ship epidemic prevention and control. Results The relevant research results have been successfully applied to 3 cruise ships, 1 large ro-ro passenger ship and 2 super large container ships, which have strong practicability and engineering applicability for new building and existing ships. Conclusions In theory, relevant research results can effectively reduce the typical potential risk of pathogen diffusion and transmission in ships, and also fill the gap for providing epidemic prevention and control technical standards in the field of ship design.
