摘　　要：中华人民共和国海事局电子海图(简称中国海事电子海图)作为中国官方电子海图,经过20多年的发展,其技术体制和生产流程日趋完善,目前已通过挪威PRIMAR公司认证并公开向全世界发行。但其采用的分幅标准依旧是传统海图标准,即依据航道进行分幅,这种方法显然已不适用于电子海图。为进一步完善中国海事电子海图现有的生产模式,满足不同用户对电子海图分幅的需求,通过对中国海事电子海图生产现状、国际海道测量组织(International Hydrographic Organization,IHO)的最新国际标准以及国外电子海图分幅的分析和研究,提出一种符合中国实际的网格化分幅方案,为中国海事电子海图单元的重新规划提供新的思路和依据,使其能更好地服务于海洋强国和“一带一路”建设。Electronic chart published by Maritime Safety Administration of the People’s Republic of China(hereafter referred as China’s maritime electronic chart)is the official electronic chart in China After more than 20 years of development,its technical system and production process have greatly improved Now,it has been certified by PRIMAR company in Norway and released to the world However,its division standard is performed by channel,the same as that of traditional chart division standard,which is not suitable for electronic chart In order to improve the existing production mode of China’s maritime electronic chart and meet the needs of different users for division of electronic chart,we analyze and study the current situation of China’s maritime electronic chart production,the latest international standards of International Hydrographic Organization(IHO)and the division of electronic chart abroad Then,we propose a grid division scheme suitable for China’s actual situation to provide new ideas and basis for the replanning of China’s maritime electronic chart unit,so that it can better serve the maritime power and the construction of the Belt and Road.
