论高质量高等教育发展面临的五个基本命题

摘　　要：推进高质量高等教育建设是我国高等教育改革发展的重心所在。破解高质量发展的难题必须从大学内部治理结构调整入手,只有通过降低大学管理重心,鼓励教师参与大学治理,改革绩效评价机制,吸引教师投身课程建设,建立和谐的师生关系,才能从根本上构建一个健康长效的高等教育质量保障机制。由此提出高质量高等教育发展的五个基本命题:一要选拔出具有教育领导力的院长,二要建设好学院学术委员会,三要加强本科课程建设,四要改善研究生导学关系,五要善用绩效评价杠杆。可以说,解答好这五个基本命题,大学内部的基本关系就可以理顺,高质量高等教育也是可期的。High-quality higher education promotion is the focus of Chinas higher education reform and development,so its significant to adjust firstly the internal governance structure of the University.A healthy and long-term quality assurance mechanism of higher education can be built only by lowering the administrative focus and improving KPI,encouraging the participative management and curriculum construction of the teachers,and establishing a harmonious relationship between teachers and students Therefore,the related five basic propositions are put forward:First,there should be a Dean with educational leadership;Second,there should be an effective faculty academic committee;Third,the undergraduate Course Development should be strengthened;Fourth,the graduate student guidance relationship should be improved;Finally,making good use of KPI.
