摘　　要：我国节能服务产业在扩大规模、提升质量、创新模式等方面取得积极成就,推广合同能源管理,壮大节能服务产业在新时期依然具有重要意义,能够为我国实现碳达峰、碳中和提供重要支撑。但当前产业仍面临市场潜力未充分释放、技术创新性和系统性不足,绿色金融政策落地难,促进政策落实的协调机制不够健全等问题。建议从意识层面、能力建设、政策体系、公共服务等方面形成合力,共同促进合同能源管理机制进一步推广应用,为“双碳”目标实现发挥更大作用。China ESCO industry has made positive achievements in expanding scale,improving quality and innovating mode.Promoting Energy Performance Contracting and expanding ESCO industry are still important,which can provide support for China's realization of carbon peak and carbon neutralization.However,the industry at present is still facing problems such as unreleased market potential,insufficient technological innovation and systematization,difficult implementation of green financial policies,and imperfect coordination mechanism to promote policy implementation,which need to be solved.It is suggested to form joint forces from the aspects of consciousness,capacity building,policy system,public services and other aspects to jointly promote the further application of the contract energy management mechanism and play a greater role in the realization of the dual-carbon goal.
