论习近平法治思想中权力观的内涵要义与时代价值

摘　　要：习近平法治思想中的权力观是马克思主义权力观中国化的最新理论成果与实践展示。以"权为民所赋,权为民所用"为核心内容的人民权力观是习近平法治思想中权力观的逻辑起点与价值归宿;以"把权力关进制度的笼子里"为具体意蕴的制度权力观是权力依法运行的规范载体与法治保障;以权力公开为主线的权力监督机制是防止权力膨胀、权力滥用与权力腐败的制约性力量。习近平法治思想中的权力观不仅构筑了中国共产党领导下的以"人民权力观、制度权力观、监督权力观"为内涵要义的崭新权力结构模式,而且是推进全面依法治国的认识基础、全面从严治党的方法指导、国家治理体系与治理能力现代化的实践依循,具有鲜明的时代价值。The power concept in Xi Jinping Thought on Rule of Law is the latest theoretical achievement and practical demonstration of the Sinicization of Marxist power concept.The concept of people’s power characterized by its core belief that the governmental power is from the people and for the people is the logical starting point and value orientation of the power concept in Xi Jinping Thought on Rule of Law.The concept of institutional power with the specific connotation of "putting power in the cage of the system" is the normative carrier for the operation of power according to law and the guarantee of rule of law.The power supervision mechanism based on the disclosure of the operation of governmental power is the regulatory force to prevent power expansion,power abuse and power corruption.The concept of power in Xi Jinping Thought on Rule of Law not only constitutes a brandnew power structure model under the leadership of the Communist Party of China with "people’s power,institutional power,and supervisory power" as its connotations,but also serves as the epistemological basis for advancing the law-based governance;as the methodological guidance for strict governance of the Party;as the principle governing the modernization of the national governance system and governance capabilities.Therefore,it has distinct value for the contemporary world.
