摘　　要：数字时代的到来推动着国家治理体系和治理能力的变革与重塑。在数字化转型的背景下提升政府治理能力,需要打造“四位一体”的治理格局,贯穿发展与安全两个维度的治理原则,逐步实现能力载体的数字化、能力实施精准化和能力使用合法化;通过构筑多元主体互信互赖的稳定协同关系,填补数字时代相关治理规则的空缺,借助前沿数字科技实现政府治理能力现代化。The arrival of the digital age constitutes a driving force for the reform and reshaping of the national governance system and governance capacity.To improve the governance capacity against the background of digital transformation,it is necessary to apply the“four-in-one”governance pattern,stick to the governance principles in development and security,and realize the digitization of capacity carriers,the precision of implementation capacity and the legitimization of capacity use.The methods include building a stable and cooperative relationship among multiple subjects based on mutual trust and reliance,filling the absence of governance principles related to the digital age,and realize the modernization of the capacity of government governance with the help of cutting-edge digital technology.
