摘　　要：计划用水管理制度是目前水资源管理的重要手段,该文从计划用水定义、层次及计划用水发展出发,探讨计划用水确定、常态化考核及超计划累进加价等管理流程,并以南海区计划用水管理系统为例,初步探讨信息技术在计划用水管理的应用,充分利用“互联网+”理念,与累进加价制度充分衔接,通过在线办理窗口实现计划用水核定、下达、调整等流程的精简化,促进计划用水精细化、规范化和科学化管理。The management system of planned water use is an important means of water resources management.Starting from the definition,level and development of planned water use,this paper discusses the management processes such as determination of planned water use,normalization assessment and excess planned progressive pricing.Taking the management system of planned water use in Nanhai District as an example,this paper preliminarily discusses the application of information technology in the management of planned water use,makes full use of the concept of“Internet+”,fully connects with the progressive pricing system,and simplifies the processes of approval,issuance and adjustment of planned water use through online processing window,so as to promote the fine,standardized and scientific management of planned water use.
