摘　　要：在人类社会,人口离不开经济,经济活动是人类赖以生存的基本活动。人口规模大是中国最基本的国情。人口制度应是基本的经济制度,也是基本的社会制度,形成这个共识,是当今中国推动经济——社会一体化发展的重大战略问题。新中国成立以来,我国在人口问题上发生了一系列摇摆与偏差,不仅有理论基础认识上的失误,更与没有很好掌握社会主义人口规律有很大关系。中国实行计划生育40余年,有得有失,实践证明:具有局限性的人口政策替代不了基本经济-社会制度功能。采取有效对策把人口制度作为中国的基本经济——社会制度来建设,这是适应社会主义新时代要求,完善社会主义基本制度体系,提高国家治理能力与水平,构建人类健康命运共同体,实现国家长治久安,自立自强于世界民族之林的根本需要与保障。In human society,the population is inseparable from the economy,since economic activities are the basic activities for human survival.A huge population is the most basic national condition of China.The population system should be the basic economic system as well as the basic social system.The fom1ation of such consensus is a major strategic issue of promoting the integrated economic and social development of China today.Since the founding of the People's Republic of China,a series of fluctuations and deviations have occurred in terms of the population issue in China,which not only come from errors in the understanding of the theoretical basis,but are also greatly related to the lack of the understanding of the socialist population law.China has implemented family planning for more than 40 years,with both gains and losses.It has been proven by practice that a population policy with rest1ictions cannot replace the basic economic-social system functions.In order to adapt to the requirements of a new era of socialism,improve the basic socialist institutional system,enhance the stage governance capability and capacity,build a community of common health for mankind,achieve the lasting political stability of China,and realize China's self-reliance in the world,it is the fundamental need and guarantee to take effective counter!neasures to build the population system as China's basic economic-social system.
