美日同盟台海危机管理机制与日本的角色转变

摘　　要：由于中美两国实力的此消彼长和台海军事平衡的转变,美日同盟对中国的威慑手段由美国单方面军事威慑转变为依靠提升同盟威慑力。日本与中国的领土纠纷提升了其维护同盟的需求;更加支持美日同盟的舆论拓宽了日本政府的活动空间;行使集体自卫权提升了日本对台海危机的影响力,日本由不愿过度卷入的旁观者转变为积极介入者。美国通过积极的对华沟通机制成功避免误判,而日本的言行却加剧了中国对其介入台海危机的疑虑。需要研究如何巧妙利用日本国内出现的对华政策分歧促使日本提升对华政策积极性、使日本民众对本国行使集体自卫权介入台海危机的态度向和平主义方向发展。Due to the change of power of China and the United States and the change of the military balance across the Taiwan Strait,the deterrence means of the U.S.-Japan alliance against China has shifted from unilateral deterrence by the United States to relying on the enhancement of the deterrence of the alliance.The territorial dispute with China has increased the need for Japan to maintain the alliance,with the public opinion more supportive for the strengthening of the U.S.-Japan alliance having broadened the activity space of the Japanese government.Exercising the right of collective self-defense has promoted Japan’s influence on the Crisis across the Taiwan Strait,with Japan’s role shifting from a bystander unwilling to be overly involved to an active participant While the U.S.has managed to avoid miscalculation through active communication with China,Japan’s action have only heightened China’s suspicions about its involvement in the Taiwan Strait.It is necessary to study how to skillfully use the differences in Japan in terms of policy toward China to improve Japan’s enthusiasm for China policies and the change in Japanese people’s attitude toward Japan’s intervention in the Taiwan Straits by exercising the right of collective selfdefense.
