摘　　要：[目的/意义]智力资本是高校智库的核心资产和优势资源,对其评价能够直观把握高校智库的发展水平,评价结果能为高校智库制定全面计划、实现建设目标、推进创新发展提供参考依据。[方法/过程]从智力资本视角,结合高校智库的功能定位,以人力资本、结构资本、关系资本为评价准则构建高校智库智力资本评价指标体系,采用模糊层次分析法计算指标权重,通过二元语义分析法处理定性指标数据,并对该评价指标体系进行实证分析。[结果/结论]研究表明,该评价指标体系能够较全面地反映高校智库的智力资本水平,与其他主要智库评价报告的榜单对比,也反映出智力资本对于提升我国高校智库的综合实力和影响力具有重要作用。[Purpose/significance]Intellectual capital represents the core competitiveness of university affiliated think tanks,therefore the evaluation of intellectual capital can intuitively reflect the development of think tanks,helping them work out an overall plan to achieve specific construction goals and promote innovative developments.[Method/process]Based on the intellectual capital theory and the orientation of university affiliated think tanks,this paper selects the evaluation indicators from the three aspects of human capital,structural capital and relational capital respectively,and uses fuzzy analytic hierarchy process(FAHP)to weigh the evaluation indicators with qualitative data dealt with 2-tuple linguistic assessment method,and then takes some Chinese university affiliated think tanks for example to evaluate their actual situation.[Result/conclusion]It shows that the evaluation model can comprehensively reflect the development of intellectual capital of university affiliated think tanks.Moreover,the comparison result with other mainstream think tanks evaluation reports also demonstrates the important role of intellectual capital in promoting the capabilities and influences of university affiliated think tanks.
