放管服改革视域下政府网上政务服务能力测量及提升策略

摘　　要：放管服改革是弘扬改革开放精神,将改革进行到底的再出发行动,与政府网上政务服务能力建设呈现互嵌关系。基于中国大陆334个地级行政区的调查数据,从放管服改革视域测量政府网上政务服务能力发现,地方政府在利用互联网实现企业开办时间和项目审批时间缩减、推进企业经营纳税和创新创业“只进一扇门”“最多跑一次”改革及政务服务网通化方面取得了阶段性成绩,但也存在利用互联网实现企业开办时间缩减内部差异大、边疆地区利用互联网实现项目申请时间缩减情形欠佳、政务服务网通化总体成效有待提升、利用互联网推进企业经营纳税“只进一扇门”与创新创业“最多跑一次”改革成效不均衡等现实问题。倘要以政府网上政务服务能力为抓手推进放管服改革,可以通过加强绩效考核、完善学习机制及制定边疆政策等措施推动放管服改革与政府网上政务服务能力建设有机结合,努力缩小政府网上政务服务能力地区差距,优化网上政务营商环境。The reform of decentralized management service is a new initiative to carry forward the spirit of reform and opening up and carry it through to the end.It also shows the intertwined relationship with the government s online service capacity building.Based on the survey data from 334 prefecture-level administrative regions in China s mainland,measuring the government s online government service capability from the perspective of the reform of decentralized management service,the author finds that local governments have achieved phased achievements in using the Internet to reduce the time for launching enterprises and project approval,making it easier for enterprises to pay taxes,innovate and start businesses and making the government service network communication popularized.However,there are some real problems such as the large internal differences in using the Internet to reduce the time for launching enterprises,the poor situation in using the Internet to reduce the time for frontier regions project approval,the needs to improve the overall effectiveness of the government service network communication,the imbalance of the reform results in using the Internet to promote business operation and tax payment and other practical problems.If we want to take the government s online service capacity as the starting point to promote the reform of decentralized management service,we can strengthen the performance assessment,improve the learning mechanism and formulate frontier policies and other measures to promote the integration of the reform of decentralized management service with the capacity building of government s online services.In addition,we should make efforts to narrow the regional gaps in the government s online service capabilities and improve the online government business environment.
