摘　　要：党的十八大以来,随着中国特色社会主义进入历史新阶段,党和国家面临的重大风险从单一性向结构性转化升级。为了有效抵御重大风险,习近平将“制度化防范化解风险”提升至战略性地位。具体而言,以“制度化”防范化解重大风险,主要体现为以下几点:在内涵阐释上,“制度化”指风险防范化解制度结构的体系化、制度本身的制度化、行为模式的常态化;在现实诉求上,“制度化”是防范化解结构性风险困境的客观要求,在不确定性中寻找确定性的必然选择,也是科学把握重大风险防控规律的题中之义;在具体路径上,“制度化”指解决制度供给与制度需求之间的张力,坚持应急防控与常态化防控协同并进,促使制度认同与制度内化良好互动。通过论析新时代中国共产党制度化防范化解重大风险这一重要议题,旨在为第二个百年奋斗目标以及中国梦的实现提供理论指导,进而为全球风险治理提供中国经验与中国智慧。Since the 18th National Congress of the Communist Party of China,with socialism with Chinese characteristics entering a new historical stage,the major risks faced by the Party and the country have realized the transformation and upgrading from singleness to structuredness.In order to effectively resist major risks,General Secretary Xi Jinping elevates“prevention and resolution of major risks through systematism”to a strategic position.Specifically,the“systematism to prevent and resolve major risks”is mainly reflected in the following points:in terms of connotation interpretation,the“systematism”refers to the institutionalization of system structure for risk prevention and resolution,the institutionalization of system itself and the normalization of behavior mode;in terms of practical demands,the“systematism”is the objective requirement of preventing and resolving structural risk dilemma,the inevitable choice to seek certainty in uncertainty,and the crucial point of scientific grasp of laws of major risk prevention and control as well;in the specific path,the“systematism”refers to solving the tension between institutional supply and institutional demand,adhering to the emergency prevention and control work in tandem with regular prevention and control work and promoting the good interaction between institutional identity and institutional internalization.Analyzing the important issue of the Communist Party of China s prevention and resolution of major risks through systematism in the new era,the authors aim to provide theoretical guidance for the realization of the second centennial goal and China Dream,and then provide Chinese experience and Chinese wisdom for global risk governance.
