摘　　要：拜登政府的对华贸易政策是中美两国乃至全世界普遍关注的重要问题。从政策起点看,拜登政府在中美经贸关系领域继承的主要"遗产"是中美第一阶段经贸协议;从基本主张看,拜登的竞选承诺、执政以来的实际政策以及美国贸易代表的最新发言都反映出拜登政府并不否认中美经贸关系中的竞争性因素,但在具体的施政方针和政策工具上与前任政府存在一定差异;从中美竞合的现状看,双方的经济利益既存在冲突性和对抗性,又具有互补性和合作性,"离心力"和"向心力"并存。拜登政府大概率会延续美国强化对华战略竞争的总体态势,但在具体的贸易政策重心和政策工具上会选择更聚焦和更灵活的策略。The trade policy of Biden administration toward China is an issue of crucial importance and general concern. A major "legacy "inherited by the Biden administration regarding Sino-US trade relations is the"Phase One Agreement". Biden’s campaign promises and practices in his early days, as well as the latest speeches of the U. S. Trade Representative all reflect that factor of competition is not denied by the administration. All the same,the Biden administration differs from his predecessor in terms of policy guidelines and specific tools. As for the current state of Sino-US coopetition,the economic interests of both parties are both confrontational and complementary,being pulled by forces of opposite directions. Therefore,Biden administration is likely to carry on and intensify strategic competition with China,while adopting policy tools of more focus and flexibility.
