乡村振兴实施背景下农村社区多元融合发展的创新路径解析--四个“逆向倒推”法的实践逻辑

摘　　要：围绕乡村振兴战略的实施方针,学习样板典型、总结先进经验并及时调整行动战略,在乡村的产业发展、文化建设、基层党建与社区建设上谋求融合发展,将有利于乡村振兴战略的顺利推进。文章通过对山东莱州文峰路街道田家村在乡村振兴实施过程中围绕乡建、文化、产业、党建四个维度所取得的成功经验进行剖析,归纳总结出其在村治方面四个"逆向倒推"的管理方法:以发展优质民间组织反向推动社区管理效能提升、以党员团队的凝心聚力反向推动村社党建工作开展、以培育乡土文化反向推动特色农业赋能增效、以提升农业社会化服务能力反向推动农产品供应链管理优化。并在此基础上提出我国乡村振兴战略实施过程中普通农村社区建设应重视社会治理环境与管理团队建设、加快农村"一村一品"内涵建设、推动全程社会化服务的开展以及夯实党建的群众基础等政策建议。Based on the implementation guidance on the Rural Revitalization Strategy,advanced experiences and strategies for action should be learned and summarized from exemplary models.The success of the promotion of the rural revitalization strategy will depend on integration into rural industrial development,cultural building,and the establishment of a party section and the strengthening of the community.It analyzes the successful experience of the village of Tianjia in implementing rural revitalization in the four dimensions of the village,which include industrial development,cultural creation,community development and party building.The four methods of“backward”management of village government,party building,cultural marketing and industrial development are summarized.On this basis,policy recommendations are formulated in the way forward for developing the mainstream rural community in China’s rural revitalization strategy.
