甘肃省农民工社会保障参与现状及完善路径--基于四行业十八家企业的调查数据

摘　　要：当前,农民工已成为我国产业工人的主体,为社会经济发展做出了巨大贡献。基于对甘肃省农民工的调查数据,本文分析了农民工社会保障现状。研究发现,甘肃省农民工的社会保险参保意愿、社会保险不同地区间流转、社会保险不同类型的转续、社会福利待遇的均等化、社会救助主体和渠道拓展等方面仍存在改善空间。据此,提出建设全国统筹社会保险网络体系、实现以就业地和居住地为依据的农民工社会福利体系、拓展农民工社会救助的参与渠道、推动政府落实对农民工社会保障的监管和服务职责,以及加强农民工权益保障法制化和信息化建设。At present,migrant workers have become the main body of industrial workers in China and made great contributions to social and economic development.Based on the survey data of migrant workers in Gansu Province,this paper analyzes the current situation of migrant workers’social security.The study found that there is still room for improvement in the social insurance willingness of migrant workers in Gansu Province,the circulation of social insurance between different regions,the renewal of different types of social insurance,the equalization of social welfare benefits,the main body of social assistance and the expansion of channels.Therefore,it is proposed to build a national overall social insurance network system,realize the social welfare system of migrant workers based on the place of employment and residence,expand the participation channels of migrant workers’social assistance,promote the government to implement the supervision and service responsibilities of migrant workers’social security,and strengthen the legalization and information construction of migrant workers’rights and interests security.
