摘　　要：农业融资担保是解决新型农业经营主体融资难、融资贵、融资繁问题的核心。文章以江苏南通为例,运用SWOT分析法,对江苏南通农业融资担保惠农政策的优势、劣势、机会、威胁等因素进行分析,并据此提出健全多元化广覆盖担保机构体系、明确农业融资担保惠农体系定位、创建农业经营主体信用评估体系、完善农业融资担保资金补充机制、创建农业融资担保业务奖补机制等完善江苏南通农业融资担保惠农政策的建议。Agricultural financing guarantee is the core to solve the problems of difficult, expensive and complex financing of new agricultural business entities. Taking Nantong of Jiangsu Province as an example, the advantages, disadvantages, opportunities and threats of the agricultural financing guarantee policy in Nantong of Jiangsu Province were analyzed in the paper by SWOT. Relevant suggestions on innovating and designing agricultural financing guarantee and benefit agriculture policies were put forward, such as perfecting the diversified and wide coverage guarantee institution system, clarifying the positioning of agricultural financing guarantee and benefit agriculture system,creating the credit evaluation system of agricultural business entities, improving the supplement mechanism of agricultural financing guarantee funds, and creating the reward and supplement mechanism of agricultural financing guarantee business.
