省级农科院建立分院的探索与思考——以河南省农业科学院长垣分院为例

摘　　要：农业科研院所承担着农业科技创新与成果转化的重任,是国家农业科技创新体系的重要组成部分,为创新院地合作新模式,找准需求结合点与合作发力点,从合作的理念、方式、领域、机制入手,探索高效运行的新模式,实现院地合作共赢,河南省农业科学院在河南省率先与长垣市政府合作共建河南省农业科学院长垣分院(以下简称"长垣分院"),长垣分院是构建新时代新型研发机构的一个典型案例。文章对长垣分院的功能定位、管理模式、制度保障、学科设置、人才队伍和科研平台建设等方面进行分析,并从发挥省农科院坚强后盾作用、强化理事会领导职能、加强人才队伍建设等方面提出了促进长垣分院发展的建议,以期为其他院地合作共建分院提供借鉴。Academy of agricultural sciences is main components of national agricultural scientific innovation system which carrying task of agricultural scientific innovation and achievement transformation. In order to innovate a new mode of academy and local government, accurate find the point of need connection and cooperation start, beginning with the concept, pattern, area and mechanism of cooperation, a new mode which carrying out effectively were explored, i.e., Changyuan Branch of Henan Academy of Agricultural Sciences were jointly established by Henan Academy of Agricultural Sciences and Changyuan Municipal Government. As it is a typical case of the construction of a new agricultural science and technology innovation system in the new era, its function orientation, management mode, system guarantee, discipline setting, talent team and scientific research platform construction were analyzed in the paper. Suggestions for promote its development were put forward from such aspects as giving full play of provincial academy as the backup force, strengthening leading function of council, and strengthening construction of talents team. This will provide reference for the cooperation and construction of branches in other places.
