摘  要:研究目的:通苏嘉甬铁路跨越杭州湾,海域及其两岸建设条件复杂,通道资源紧张,非常有必要统筹考虑公路与铁路共用通道。本文根据公路网规划布局,采用"四阶段法""有无对比法"和用户均衡法开展不同情境下交通需求预测、分配及分析,对比单独建设铁路桥梁与公铁共建桥梁方案,研究论证公铁共建桥梁的必要性,为项目决策提供依据。研究结论:(1)通苏嘉甬铁路跨杭州湾通道内公路交通需求量小,公路与铁路共建跨海大桥的需求不旺盛,建议通苏嘉甬铁路通道单独建设铁路跨海大桥;(2)通苏嘉甬跨杭州湾通道公铁共建的经济效益不佳;(3)杭州湾金山公路通道对杭州湾公路跨海大桥的分流作用更显著,建议2035年之前建成杭州湾金山公路通道,以缓解跨湾公路通道交通压力;(4)建议尽快启动杭州湾金山公路通道前期研究工作;(5)本研究方法和成果可供跨越大江、大河或共通道项目参考借鉴。Research purposes:Nantong-Suzhou-Jiaxing-Ningbo Railway crosses Hangzhou Bay,the construction conditions of the sea area and its two sides are complex,and the channel resources are shortage.It is very necessary to consider the shared channel of highway and railway.Based on the planning and layout of the highway network,this paper use the"four-stage method","with or without comparison method"and the user balance method to carry out traffic demand forecasting,allocation and analysis in different situations,comparatively analyzes the separate construction of railway bridges and the construction of highway-rail joint bridges,researches and demonstrates the necessity of joint construction of highways and railways,and provides a basis for project decision-making.Research conclusions:(1)The demand for road traffic in the Nantong-Suzhou-Jiaxing-Ningbo railway crossing the Hangzhou Bay channel is little,and the demand for joint construction of road and railway cross-sea bridges is not strong.It is recommended that a separate railway cross-sea bridge be built for the Nantong-Suzhou-Jiaxing-Ningbo railway channel.(2)The economic benefits of the highway-rail joint construction of Nantong-Suzhou-Jiaxing-Ningbo railway Cross-Hangzhou Bay Passage are not good.(3)The Hangzhou Bay Jinshan Highway Passage has a more significant diversion effect on the Hangzhou Bay Highway Cross-sea Bridge.It is recommended that the Hangzhou Bay Jinshan Highway Passage be built before 2035 to ease the cross-bay highway traffic pressure.(4)It is recommended to start the preliminary study of Hangzhou Bay Jinshan Highway Channel as soon as possible.(5)The research methods and results can be used as reference for projects across large rivers or shared passages.
