摘 要:聚焦新中国成立以来波澜壮阔的人口发展进程——完成了压缩式的人口转变、形成了高空间流动特征的“迁徙中国”格局,进入了更加复杂的后人口转变阶段。在这一过程中,中国共产党作为历史的见证者和创造者,多次站在历史的十字路口,面对严峻的人口形势和现实处境,坚持人民利益至上,实事求是、不断探索,带领中国实现了人口预期寿命的不断增长,抑制了迅猛增长的人口趋势,激活了人口流动活力,养活了世界上22%的人口。回溯历史,梳理了新中国成立以来中国共产党的人口思想和实践变迁,这些本土化的经验与思考能为当下中国所面临的人口挑战提供启发。From the“40,000 compatriots”before the founding of People’s Republic of China(PRC)to 1.4 billion people counted in the seventh census in 2020,China has reached a new historical milestone.This paper focuses on the magnificent population development process in China over the past seventy years,which has completed the compressed population transi⁃tion,formed the pattern of“Migration China”with highly active population movements,and entered the more complex post-de⁃mographic transition stage.In this process,the Communist Party of China(CPC),as a witness and creator of history,has re⁃peatedly stood at the crossroads of history,faced severe population estimates and realistic situations,committed to the orienta⁃tion that the interest of the people comes before everything else,sought truth,and constantly explored,leading China to achieve outstanding achievements in life expectancy,suppressing the rapid population growth,activating the vitality of popula⁃tion mobility,feeding 22%of world’s population.This paper reviews this process and sums up the population thoughts of CPC and practices since the establish of PRC,with a view to providing localized experiences for current demographic challenges fac⁃ing China.
