摘 要:随着传统家庭内部的儿童照顾功能式微以及积极福利和社会投资等理念的盛行,相关社会政策在意识形态上不断强调由政府全部承担或分担儿童照顾责任,儿童照顾逐步从家庭内部事务转化为政府承担的公共事务。现代政府把儿童公共照顾作为社会治理手段之一,政府通过各种政策工具和资源配置方式实现儿童照顾资源的公共化和福利化。在资源总量有限的前提下,合理的政府给付方式不仅有利于发挥地方能动性和实现社会公平,也是提高政府公信力和政策效力的重要保证。现阶段,应当从我国的基本国情出发,特别重视普惠性托育服务的基础作用,不断丰富和创新儿童公共照顾资源给付方式,扩展受惠人群的覆盖范围,最终形成“服务+津贴+票券”相结合的模式。With the decline of the child care function within the traditional family and the prevalence of concepts such as ac⁃tive welfare and social investment,relevant social policies have continuously emphasized that the government should fully share the responsibility for child care.The affairs are transformed into public affairs undertaken by the government.Modern gov⁃ernment regards children’s public care as one of the method of social governance.The government uses various policy tools and methods of resource allocation to realize the publicization and welfareization.Under the limit of resources,a reasonable method of government payment is not only conducive to local initiative and social equity,but also an important guarantee for improving government credibility and policy effectiveness.At this stage,we should proceed it from the national conditions of our country,pay special attention to the basic role of inclusive childcare services,continue to enrich and innovate the pay⁃ment methods of children’s public care resources,expand the coverage of the beneficiaries,and finally form a“service+al⁃lowance+tickets”combined model.
