摘　　要：自然资源使用权收储是专门机构对自然资源使用权进行资本运营的行为,成因源于目前自然资源使用权交易等存在若干问题。自然资源使用权收储有通过提升自然资源使用效率实现碳中和以及通过开拓融资功能实现碳中和两种路径。资本市场在自然资源使用权收储与碳中和实现之间架起了桥梁,其作用主要是为自然资源使用权收储以提升使用效率提供了场所,同时也可作为财政和商业银行之外的融资渠道,更有利于支持高风险的碳中和技术进步项目。因此,应发挥自然资源使用权收储对碳中和的促进作用,尽可能地实现其与资本市场的耦合,建立健全多层次的自然资源使用权交易市场。The collection and storage of the right to use natural resources is the capital operation of the right to use natural resources by special institutions,which is caused by some problems existing in the current transaction of the right to use natural resources.There are two ways for the collection and storage of natural resource use rights to promote carbon neutralization:one is to achieve carbon neutralization by improving the use efficiency of natural resources;the other is to achieve carbon neutralization by developing financing functions.The capital market has built a bridge between the collection and storage of the right to use natural resources and the realization of carbon neutralization,it can provide a place for the collection and storage of the right to use natural resources and improve the efficiency of the use of natural resources and can act as a financing channel other than financial and commercial banks,which is more conducive to supporting high-risk carbon neutral technology progress projects.Therefore,in order to play the role of natural resource use right collection and storage in promoting carbon neutralization,we should realize its coupling with the capital market as much as possible,and establish and improve a multi-level natural resource use right trading market.
