摘　　要：区域合作治理机制研究可划分为由谁治理、治理什么、怎么治理三个方面,形成了区域合作治理和制度性集体行动两大基础理论,代表了区域合作治理的市场化、网络化、开放化趋势。我国区域合作治理机制的类型、模式和发展演变趋势具有鲜明的中国特色。其中,纵向政府介入、横纵向力量协调、治理主体多元化是治理主体格局发展的重要特征;非正式组织、契约行政是治理手段或方式的现状,而治理组织的常态化、实体化、威权化以及治理依据的法治化是发展趋势;利益协调、规划对接、争端解决、监督评价、信息共享五大机制是完善我国区域合作治理机制的焦点和抓手。基于此,完善我国区域合作治理机制研究,应在行政主导、行政区考核、柔性化治理等方面加强理论探索,从国际经验借鉴、治理组织安排、利益分配机制设计等方面推进实践和经验总结,加强对区域合作治理机制的分类、比较、动态分析和量化评估,并推动数字化赋能。The research on regional cooperative governance mechanism can be divided into three aspects:who governs,what to govern and how to govern.It has formed two basic theories:regional cooperative governance theory and(institutional)collective action theory,which represents the trend of marketization,networking and openness of regional cooperative governance.The type,mode and development trend of governance mechanism of regional cooperation in China have distinct Chinese characteristics.Vertical government intervention,horizontal and vertical force coordination,and diversification of governance subjects are the important characteristics of the development of governance subject structure.Informal organization and contract administration are the current state of governance means or methods,while the normalization,substantiation and authoritarianism of governance organizations and the legalization of governance basis are the development trend.The five mechanisms of interest coordination,planning docking,dispute resolution,supervision and evaluation,and information sharing are the focus and key point for improving China’s regional cooperation governance mechanism.To improve the research of China’s regional cooperation governance mechanism,we should strengthen theoretical exploration in the aspects of administrative leadership,administrative region assessment and flexible governance,promote the practice and experience summary from the aspects of international experience reference,governance organization arrangement and benefit distribution mechanism design,and strengthen the classification,comparison,dynamic analysis and quantitative evaluation of regional cooperation governance mechanisms.We should also adapt to and use big data means to improve regional cooperation governance mechanism.
