论警务谋略在人质营救行动中的运用

摘　　要：人质营救行动是特种警务行动中的一种样式,在行动过程中,须坚持安全第一、统一指挥以及“双线协同”原则,其谋略运用应注意知己知彼、合意合理、技高一筹等。在人质营救过程中,不仅可以对劫持者展开攻心谈判,以情、以理、以势迫降,也可在适当时机运用攻其不备、出其不意、瞒天过海、声东击西、顺详其意等谋略进行武力攻击,确保人质安全、营救行动成功。Hostage rescue operations are a forni of special police operations.During the operation,the principles of safety is first,then unified command and"two-line coordination"must be adhered to it.In the process of hostage rescue,not only can the hijacker be attacked using negotiation by heart,with emotion,reason and force to reduce,but also at the right time using strategies such as attacking unpreparedness,surprise,concealing the sky,attacking the west,and following the intention to carry out armed attacks to ensure that the hostages were safe and the rescue operation was successful.
