摘　　要：国家标准是一国标准体系的基础和主体、国内贸易和国际贸易的基石、推动国内国际贸易双循环的重要技术支撑。完善国家标准体系对培育强大国内市场和建设贸易强国具有重要意义。国家标准通过竞争力效应、信息效应和共同语言效应,以提升产品质量、促进转型升级和引领创新驱动促进国内贸易,以便利经贸往来、促进技术交流和支撑产能合作促进国际贸易。中国国家标准具有规模优势和结构优势,应保障不同类别国家标准有效供给规模,提高国家标准国际化水平并开展国家标准实施效果评价,完善国家标准体系促进国内国际贸易双循环。National standards are the basis and main part of a country’s standards system,the cornerstone of domestic and international trade,and important technical support to promote the dual circulation of domestic and international trade.Improving the national standards system is of great significance to create a strong domestic market and build a trading power.With the competitiveness effect,information effect and common language effect,national standards can promote domestic trade by improving product quality,advancing transformation and upgrading and leading innovation.They can also promote international trade by facilitating economic and trade exchanges,advancing technological exchanges,and supporting capacity cooperation.China’s national standards have the advantages of scale and structure.Ensuring the effective supply scale of different types of national standards,improving the internationalization level of national standards and evaluating the implementation effect of national standards are conducive to improving the national standards system and promoting the dual circulation of domestic and international trade.
