摘　　要：《“十四五”社会组织发展规划》首次提出,增强我国社会组织参与全球治理能力,提高中华文化影响力和中国“软实力”,这是对中国社会组织发展能力和进一步扩大作用范围提出的新目标要求。全球治理是国际范围内包括政府组织与非政府组织等各人类组织,协同解决区域或全球范围内影响人类生存发展质量的困境问题的体制机制。非政府组织的组织属性、组织形态和国际认可度,决定了其在全球治理体系和国家软实力建设等相关国际事务中具有不可替代性。国家在改革开放全面发展中经济实力得到不断积累、人类命运共同体理念逐渐明晰、国际事务参与意愿不断增强、“一带一路”区域合作逐渐形成,这些都为中国非政府组织走出去参与国际事务和全球治理创造了有利时机。"The 14th Five-year Plan for the Development of Social Organizations" for the first time proposed to enhance the ability of China’s social organizations to participate in global governance, improve the influence of Chinese culture and China’s "soft power".This is a new goal for China’s social organizations to develop capacity and further expand the scope of their role. Global governance is an institutional arrangement in which all human organizations, including governmental organizations and non-governmental organizations, work together to solve regional or global problems affecting human development.The attributes, forms and international recognition of Non-Governmental organizations determine that they are irreplaceable in global governance and national soft power construction.The reform and opening-up policy has enabled China to accumulate economic strength, gradually clarify the concept of human community, and gradually increase the willingness to participate in international affairs. All these have created favorable opportunities for Chinese NGOS to go out and participate in international affairs and global governance.
