摘  要:针对水域保护和利用过程中存在的诸多问题,根据平原区水域承载的功能,提出了从防洪除涝功能、抗旱供水功能和水环境容量3个方面确定适宜水面率的基本思路,建立了基于除涝抗旱与水生态要求的适宜水面率数学模型。以淮北平原区凌城灌区为例,计算了该区域的适宜水面率。结果表明,满足平原区除涝、抗旱与水生态要求的适宜水面率为10.52%。该方法可为类似平原灌区的水域监督检查、管理以及续建配套和现代化改造建设等提供参考。In view of the problems existing in the process of water protection and utilization,and according to the function of water carrying capacity in plain area,the basic idea of determining the suitable water surface rate from three aspects of flood control and waterlogging function,drought resistance and water supply function and water environmental capacity was put forward,and the mathematical model of the suitable water surface rate was established based on the requirements of waterlogging and drought resistance and water ecology.Taking lingcheng irrigated area of Huaibei Plain as an example,the suitable water surface rate of this area is calculated.The results showed that the suitable water surface rate to meet the requirements of flood control,drought resistance and water ecology in plain area was 10.52%.This method can provide reference for the water area supervision,inspection,management,extension of supporting facilities and modernization construction of similar plain irrigation area.
