上海“五个新城”差别化发展政策研究

摘　　要：立足长三角城市群、上海市域和“五个新城”所在区,结合“五个新城”发展实际,充分考虑“五个新城”的发展条件、发展基础和发展阶段,挖掘各自比较优势,按照独立的综合性节点城市定位要求,因地制宜、因城施策,既要注重“五个新城”与中心城区的差别化政策,更要强调“五个新城”之间的差别化政策,还要考虑“五个新城”与周边苏浙城市的政策差异,促进“五个新城”发展的差异化、特色化和协同化,提升新城发展质量和发展品质。Based on the Yangtze River Delta city cluster,Shanghai city and the district where the“Five New Cities”are located,combined with the actual development of the“Five New Cities”,should fully consider the development conditions,development foundation and development stage of the“Five New Cities”,explore their comparative advantages,and according to the requirements of independent comprehensive node city positioning,tailoring the policies to local conditions and cities,emphasize not only the differentiated policies between the“Five New Cities”and the central city,but also the differentiated policies among the“Five New Cities”,and also consider the policy differences between the“Five New Cities”and the surrounding cities in Jiangsu and Zhejiang provinces,promote the differentiation,characteristics and synergy of the development of the“Five New Cities”,and improve the quality and development of the new cities.
