摘　　要：自然资源扶贫政策在我国决战决胜脱贫攻坚中发挥了积极的作用,乡村振兴时期,自然资源领域差别化政策仍不可或缺。文章对我国脱贫攻坚期间自然资源支持性政策做了阶段性梳理,分析乡村振兴期间自然资源差别化支持政策转变。基于贵州省自然资源扶贫的具体实践,从农民、农业、农村和资源开发等方面总结其主要经验与做法,指出贵州省自然资源要素在适应农业农村工作从脱贫攻坚转向乡村振兴的任务方面存在的问题与困难,进而提出贵州省自然资源领域接续助力乡村振兴的政策建议:(1)完善乡村振兴用地保障政策;(2)充分发挥村庄规划引领作用;(3)用足用活城乡建设用地增减挂钩政策;(4)加大地质灾害综合治理支持力度;(5)创新耕地保护与利用政策;(6)探索生态产品价值实现新路径;(7)扩大自然资源资产收益政策效益。Natural resources poverty alleviation policies have played an active role in China’s decisive victory for the elimination of poverty,and differentiated policies in natural resources are still indispensable during the period of rural revitalization.The article composes the stages of natural resource support policies during China’s poverty alleviation,and analyzes the transformation of natural resource differentiated support policies during rural revitalization.Based on the specific practice of natural resources poverty alleviation in Guizhou Province,the article summarizes the main experiences and practices in terms of farmers,agriculture,rural areas and resource development,points out the problems and difficulties of natural resources elements in Guizhou Province in adapting to the tasks of agricultural and rural work from poverty alleviation to rural revitalization,and then puts forward the policy suggestions for successive assistance to rural revitalization in the field of natural resources in Guizhou Province:(1) improving the policy of land security for rural revitalization;(2) giving full play to the leading role of village planning;(3) making full use of the policy of linking the increase and decrease of urban and rural construction land;(4) increasing support for comprehensive geological disaster management;(5) innovating policies on the protection and utilization of arable land;(6) exploring new ways to realize the value of ecological products;(7) expanding the benefits of natural resources assets income policy.
