医共体组织脆弱性形成机制及“十四五”期间的关键治理策略分析

摘　　要：医共体是提高县域医疗服务体系整体效率、优化卫生资源配置、提高卫生服务能力的重要载体。笔者采用文献分析法和政策规范分析法界定医共体的内涵,分析组织脆弱性的研究进展;采用鱼骨图法,归纳医共体组织脆弱性形成机制;从加强合作稳定性、降低管理费用和提高诊疗服务连续性3个方面,提出完善医共体脆弱性治理的政策建议,以期为“十四五”期间医共体的高质量发展提供导向。The compact healthcare alliance is an important carrier of improving the overall efficiency of the county medical service system,optimizing the allocation of health resources,and improving the capacity of health services.This article used the literature analysis method and the policy norm analysis method to define the connotation of the compact healthcare alliance,and analyze the research progress of organizational vulnerability;adopted the fish-bone diagram method to summarize the formation mechanism of the compact healthcare alliance’s organizational vulnerability;from three aspects of strengthening the stability of cooperation,reducing transaction costs and improving the continuity of diagnosis and treatment services,put forward policy recommendations for improving the vulnerability management of the compact healthcare alliance,in order to provide guidance for the high-quality development of the compact healthcare alliance during the"14th Five-Year Plan"period.
