摘　　要：《功能性分权:中国的探索》是陈国权教授付梓的一本有关中国特色权力制约监督机制的理论著作。该书强调将权力配置和监督理论在中国案例的政治图景中作联动解读,站在构建功能性分权理论的角度,揭示当代中国高经济增长和高廉政风险等腐败违法现象背后的系统性原因。该书的主要贡献是:(1)基于“权力结构和运行机制”的研究取向,展现了一套宏观视野下以“广义政府”为核心的党和国家整体性概念,并从此出发,揭示党政体系内政治行动的内在逻辑;(2)运用“经济基础-上层建筑”理论,提出了“广义政府”内部存在基于功能配置的权力制约协调体系,即决策权、执行权和监督权既相互制约又相互协调的权力结构与运行机制的功能性分权体系。在结论部分,本文对功能性分权理论提出了若干商榷意见,其中包括结构主义决定论、没有区分正式与非正式制度的区别以及权力分析中对行动者能动性的忽视。“Functional Separation of Power:Chinese Experiment”is a theoretical monograph on the power restriction and supervision mechanism with Chinese characteristics published by Chen recently.The book emphasizes the coordinated interpretation of power allocation and supervision theory in the political landscape of Chinese cases,and reveals the systemic reasons behind the high economic growth and high risk of corruption in contemporary China.The main contribution of this book are(1)Based on the research orientation of“power structure and process mechanism”,it presents a set of overall concepts of the party and the state with“general government”as the core under the macro-concern,and from this,it reveals The internal logic of political action in the system;(2)Using the theory of“economic base and superstructure”,it is proposed that there is a power restriction and coordination system based on functional allocation in the political system of general government,that is the functional separation of power theory.In the conclusion part,this article puts forward a number of criticisms about this book,including structuralist determinism,the difference between formal and informal institutions,and the neglect of the agency of actors in power analysis.
