摘　　要：“微腐败”整治成为党的十九大后的重点工作,基于“微腐败”与社会公众关联密切的特性,如何动员社会公众参与反腐败工作将成为必然趋势。腐败容忍度研究能够有助于了解社会公众如何看待腐败,哪些因素影响了社会公众对待腐败的态度,以及何种机制在社会公众对待腐败态度的稳定性或变化性中发生作用。对相关研究成果的梳理有助于从综合审视中找到现有研究中的不足之处,有助于在比较中重新挖掘问题意识,同时有助于反思我国当前自下而上的腐败防治政策。国外腐败容忍度研究的突出特征在于概念内涵的拓展、视角的多元、方法的多样以及扎实的理论基础,所取得的成果也在由单因素分析逐渐向机制探讨路径迈进。相较而言,中国腐败容忍度研究较为滞后,但近几年正在逐渐与国际接轨。本文提出了今后腐败容忍度发展方向、新的研究议题以及政策启示。The rectification of“micro-corruption”has become the key work after the 19th National Congress of the Communist Party of China.Based on the close relation between“micro-corruption”and the public,how to mobilize the public to participate in anti-corruption work will become an inevitable trend.The study of corruption tolerance can help to understand how the public views corruption,what factors influence the public’s attitude towards corruption,and what mechanisms play a role in the stability or variability of the public’s attitude towards corruption.Combing the relevant research results is helpful to find the deficiencies in the existing research from the comprehensive review,help to rediscover the problem consciousness in the comparison,and help to reflect the current bottom-up policy of corruption prevention and control in China at the same time.The outstanding characteristics of foreign studies on corruption tolerance lie in the expansion of concept connotation,the diversification of perspectives and the diversity of methods,which have a profound theoretical basis.The achievements obtained are also gradually turning from single-factor analysis to the path of mechanism discussion.Comparatively speaking,the research on the tolerance of corruption in China is lagging behind,but in recent years,it is gradually integrating with the international standards.At the end of the paper,the development direction,new research topics and policy implications of corruption tolerance in the future are proposed.
