村干部合谋腐败的特征、形成机理及治理路径——基于中纪委曝光的567起案例分析

摘　　要：村干部合谋腐败不仅会破坏脱贫攻坚的成果,延缓乡村振兴的进程,更会破坏村民合法权益及党同人民的鱼水关系。整理研究中央纪委国家监委网站从2015年至2020年曝光的案例时,笔者发现村干部合谋腐败呈现出涉腐域宽、形式多样、参与面广、潜伏期长和惩处“重纪轻刑”的特征。村干部合谋腐败在乡土文化渗透、管理制度漏洞、多维监督虚置及信息不对称中滋生、达成、发展和维持。为有效遏制合谋腐败,构建新风正气的基层党内政治生态,我们应注重主流文化建设,抵御关系文化侵蚀;优化管理制度设计,填补各项制度漏洞;构建多元监督体系,消除干部监督盲区;创新信息公开形式,疏通信息交流梗阻。The conspiracy corruption among village cadres not only dampens the achivements of poverty alleviation and delays the process of rural revitalization,but also damages the legitimate rights and interests of the villagers as well as the relationship between the Party and the People.It is noted that the conspiracy corruption among village cadres presents the characteristics of a wide range of corruption,diverse forms,wide participation,long incubation period,and punishment of“heavy disciplinary sanction and light punishment”according to the cases from 2015 to 2020 on the offcial website of the Central Commission for Discipline Inspection of the Communist Party of China.The conspiracy corruption among village cadres breeds,implements,develops,and maintains in the penetration of local culture,the loopholes in management and multi-dimensional supervision systems,and the information asymmetry.The construction of mainstream culture should be focused in purpose of resisting the erosion of the corruption culture.The loopholes in the management system and other various systems should be optimized and tack-led.It is also necessary and a must to build a multidimensional supervision system to eliminate blind spots in the supervision of village cadres as well as improving the forms of information disclosure and exchange to build a new and upright political ecology within the Party.
