摘　　要：随着科研管理领域"放管服"改革的逐步推进,信任和契约成为我国科研体制改革的价值导向。信任,意味着国家将进一步放开科研管理,尊重科研人员在科研活动中的主体性和决策权,建立为科研人员分担科研失败责任的科研容错机制,明确各方主体的权利和义务;契约,要求科研管理部门、科研单位对科研的服务和管理具有契约精神,以科研单位为核心进行协同管理并建立科研管理的"正面清单",未落实国家的政策和遵循契约精神的科研单位应承担相应的惩罚性后果。With the gradual advancement of the reform in the field of scientific research management,"trust and contract" has become the guideline of the reform."Trust" means much liberty in management,respect and fault tolerance mechanism to the researchers as well as clear definition of the researchers’ rights and obligations."Contract" requires the management organizations or science units not only to coordinate on establish a "positive list" but to undertake corresponding punitive measures for those who failed to finish the required tasks.
