摘  要:针对用水计划核定下达方法体系不完善的现状,分析、归纳、总结已采用或提出的用水计划核定下达方法,在此基础上结合火力发电行业用水特点,研究提出火力发电行业用水计划核定下达的"前三年平均效率值法";并将已有的以及新研究提出的核定下达方法应用于火力发电行业的实际案例中进行适用性分析,结果显示本研究提出的用水计划核定下达的"前三年平均效率值法"的适用范围更广,计算成果更贴合实际,避免出现实际用水量和核定下达水量差距较大的情况,且最符合当前"节水优先"的相关要求。This study summarizes the adopted or proposed approval and release methods for water use plans in response to the current imperfect system of such methods.On this basis,according to the water use characteristics of the thermal power industry,this study puts forward a “method of an average efficiency value of the first three years” for the approval and release of water use plans for the thermal power industry.The existing and newly proposed approval and release methods are applied to actual cases in the industry for applicability analysis.The results show that the proposed “method of an average efficiency value of the first three years” has a wider scope of application,delivers calculation results that are more in line with the reality,avoids a large gap between actual water consumption and an approved and released water amount,and meets better the relevant requirements of the current “water-saving priority”.
