东北三省冰雪运动产业一体化发展机遇、制约因素及创新路径

摘　　要：运用文献资料、实地调查和专家访谈等方法,分析当前东北三省冰雪运动产业一体化发展的机遇和制约因素,提出创新路径。发展机遇:东北三省"十四五"规划出台,提供政策支持;省市间交流增多,形成良性营商环境;三省协同发展,形成内驱力;交通设施取得突破性进展,后勤保障进一步完善。制约因素:官方统筹管理缺位、保障机制不完善、跨区域冰雪运动产业链不顺畅。创新路径:宏观路径层面强化顶层设计,完善配套政策;中观路径层面设立协同机构、建立工作机制,创新协作机制、保障深度融合;微观路径层面加强沟通协作、疏通产业链,延伸扩展产业链、打造冰雪运动产业带。By using the methods of literature review,field investigation and expert interview,this paper analyzed the opportunities and constraints of the integrated development of winter sports industry in the three provinces of Northeast China,and put forward the innovation path.Development opportunities:The 14th Five-year Plan of the three northeastern provinces was issued to provide policy support.Increased exchanges between provinces and cities have fostered a sound business environment.The coordinated development of the three provinces formed an internal drive.Breakthroughs have been made in transportation facilities and logistics support has been further improved.Constraints include lack of overall official management,imperfect guarantee mechanism,and unsmooth cross-regional winter sports industry chain.Innovation paths:We need to strengthen top-level design at macro path level to improve supporting policies,set up collaborative institutions and work mechanisms at the mezzo-level to innovate collaboration mechanisms and ensure deep integration,strengthen communication and cooperation at the micro path level to smooth out and extend the industrial chain and create an industrial belt of winter sports.
