新发展理念下城乡体育公共服务均等化价值与策略

摘　　要：运用文献分析、历史研究、实地调研等方法,分析新发展理念下城乡体育公共服务均等化的价值与策略。均等化的逻辑要素:权利是逻辑起点,民生是逻辑本质,和谐是逻辑目标。均等化的价值:以均等化理念助力乡村居民身份认同;以均等化配置优化乡村社会秩序;以均等化治理开拓乡村振兴新局面。策略:以创新作为引领均等化的内生动力;以协调作为增强均等化系统性的有效方法;以绿色作为优化均等化的底色;以开放作为打造均等化的外部视窗;以共享作为落实"以人民为中心"发展思想的本质要求。By using the methods of literature analysis,historical research and field investigation,this paper analyzed the value and strategy of equalization of urban and rural sports public services under the new development concept.The logical element of equalization is that right is the logical starting point,people ’s livelihood is the logical essence,and harmony is the logical goal.The value of equalization is to promote the identity of rural residents with the concept of equalization,optimize the social order of rural areas with equal allocation,and open up a new situation of rural revitalization with equal governance.Strategy:We should take innovation as the endogenous driving force to lead equalization,coordination as an effective method to enhance the systematization of equalization,green as the background color to optimize equalization,openness as the external window to create equalization,and sharing as the essential requirement to implement the people-centered development thought.
