摘 要:随着机构改革的创新,漓江流域生态环境保护不断走向协同化治理,逐渐实现协同司法、公众参与、联合执法机制的建设。但漓江流域生态环境保护治理主力仍是政府,然而政府间协同治理亦存在一些局限性,譬如,未能充分运用大数据时代的优势;未能建立起系统化制度化的联合执法机制;未能衔接好协同司法的相关配套制度等,因此政府间协同治理的完善尤为重要。With the innovation of the reform of ecological governance institutions,the ecological environment protection in the Lijiang River Basin is gradually moving towards collaborative governance,and the construction of collaborative judicial,public participation and joint law enforcement mechanism is gradually realized.However,the main force of lijiang River Basin ecological environmental protection is still the governance.However,there are some limitations in the collaborative governance among governments.For example,the advantages of the era of big data are not fully utilized.Failed to establish a systematic and institutionalized joint law enforcement mechanism.Therefore,the improvement of inter-governmental collaborative governance is particularly important.
