基于国家项目视角下的德国科研数据管理发展及启示

摘　　要：[研究目的]研究国外科研数据管理历程,对国内相关机构开展科研数据管理服务有重要参考价值。[研究方法]采用网络调研和内容分析比较的方法,探寻德国国家科研数据项目的历史。并从整体历史趋势、学科变化特点和工作侧重等角度,分析其科研数据项目的特点。[研究结论]研究发现,德国科研数据管理项目具有GLAM数据一体化发展、形成必要的基础设施、注重科研数据发展规律和技术储备和提供广泛的公共通用科研数据管理等特点。我国相关机构应以数据基础设施建设为目标加强科研数据体系建设,减少内部条块分割、尊重科研数据发展的客观规律、启动国家科研数据科研项目建设和完善生态系统完成国家数据基础设施建设等举措提升科研数据管理服务水平。[Research purpose]Studying the history of foreign scientific research data management is of important reference value for relevant domestic institutions to carry out scientific research data management services.[Research method]Using the methods of network analysis and content analysis to compare and explore the history of the German national scientific research data project.And analyze the characteristics of its scientific research data projects from the perspectives of the overall historical trend,the characteristics of subject changes,and the focus of key tasks.[Research conclusion]The study found that the German scientific research data management project has the characteristics of integrated development of GLAM data,formation of necessary infrastructure,attention to scientific research data development rules and technical reserves,and extensive public general scientific research data management.Relevant institutions in China should strengthen the construction of scientific research data systems with the goal of data infrastructure construction,reduce internal fragmentation,respect the objective laws of scientific research data development,start national research project of vesearch data and improve the ecosystem to complete the construction of national data infrastructure,etc.Measures to improve the service level of scientific research data management.
