新时代省会城市行政区划设置面临的挑战及其改革路径

摘　　要：省会城市行政区划的科学合理设置,是供给侧结构性改革的内在要求和重要切入点。当前,省会城市行政区划设置面临着人口向中心城市快速集聚、中西部地区加快发展、城乡区域一体化加速推进等多重挑战,不同程度上产生了市辖区规模偏小、城市型政区地域化、市辖区空间结构不合理、设区市空间布局不合理等问题,对经济社会发展造成了明显的影响。在此基础上,本研究提出应坚定支持省会城市做优做强,依托省会城市的改革发展推动城市群的转型升级,因地制宜、分类指导,做好省会城市行政区划调整工作,并高度重视中小城市行政区划优化设置的重要意义,为中心城市和城市群发展提供必要支撑。The scientific and reasonable setting of administrative divisions of provincial capitals is the internal requirement and important entry point of supply-side structural reform.At present,the establishment of administrative divisions of provincial capitals is faced with multiple challenges such as rapid population agglomeration to central cities,accelerated development of central and western regions,and accelerated urban-rural regional integration.To some extent,there are some problems,such as the small scale of municipal districts,the regionalization of urban administrative districts,the unreasonable spatial structure of municipal districts,and the unreasonable spatial layout of cities with districts,which have obviously influenced the economic and social development.On this basis,this study proposes that provincial capital cities should be firmly supported to become better and stronger,and rely on the reform and development of provincial capital cities to promote the transformation and upgrading of urban agglomerations.We will guide the adjustment of administrative divisions of provincial capitals according to local conditions and by classification,and attach great importance to the optimization of administrative divisions in small and medium-sized cities,so as to provide necessary support for the development of central cities and urban agglomerations.
