南宁临空经济示范区建设资金平衡规划实践

摘　　要：南宁临空经济示范区建设项目资金筹措的思路和方法,为相关地方政府运作开发类似片区项目提供参考广西正全力构建我国面向东盟的国际大通道,南宁吴圩国际机场是我国面向东盟的门户枢纽机场,为充分发挥南宁吴圩国际机场对区域经济的集聚辐射作用,南宁市围绕吴圩国际机场为中心的118平方公里区域,打造集聚航空运输业、高端制造业和现代服务业相结合的临空经济区,在2020年-2025年五年内预计投资额约为150亿元。南宁市需要在不增加债务风险的前提下,对该项目投资资金来源进行充分规划,落实项目投资。Guangxi Province is constructing the major international corridor towards ASEAN of China with great effort while the Nanning Wuxu International Airport is the portal to ASEAN of China.In order to fully play the role of agglomeration and radiation of the Nanning Wuxu International Airport to the regional economy,Nanning City will build an Airport Economic Zone about 118 square kilometer centered on Wuxu International Airport,which will combine air transport industry,high-end manufacturing industry and modern service industry.The estimated investment in the five-year period from 2020 to 2025 is about 15 billion RMB.Nanning City needs to adequately plan the source of investment funds and implement the project without increasing the risk of debt.This paper provides ideas and methods for financing of the construction projects in the Nanning Airport Economic Zone,which will provide a reference for local governments to operate and develop similar projects of Economic Development Zone.
