摘　　要：实施数字政府战略是全面建设社会主义国家的历史性、全局性、战略性任务。立足新时代历史方位和国际发展趋势,在开启国家全域数字化转型的伟大历史进程中,精准辨识、全面剖析、深刻理解数字政府建设面临的理论前沿问题具有重要的理论和现实意义。创建中国数字政府建设的理论话语体系,需聚焦数字政府的本质特征、价值取向、理论基础及建设路径等关键性议题。这些理论问题的提出和探讨旨趣,既强调中国本土情境下数字政府建设的重要性和理论的前沿性,亦为数字政府战略顶层设计和实施进路提供了有益的学理观照。Implementing the digital government strategy is a historic,overall and strategic task of building a socialist country in an all-round way.Based on the historical orientation of the new era and the international development trend,it is of great theoretical and practical significance to accurately identify,comprehensively analyze and deeply understand the theoretical frontier problems faced by the construction of digital government in the great historical process of opening digital transformation in all domains.To create a theoretical system for the construction of China's digital government,we need to focus on key issues such as the essential characteristics,value orientation,theoretical basis and construction path of digital government.The proposal and discussion purport of these theoretical problems not only emphasize the importance of digital government construction and the forefront of theory in China's local context,but also provide a useful theoretical reference to the top-level design and implementation approach of digital government strategy.
