摘 要:政府承诺反映了民众期待与政府回应之间的互动关系。广义上,国家的治理理想和政府出台的公共政策都可被视为政府对民众的承诺;狭义而言,政府承诺则是政府治理的一种行为方式。发起于Z省并“跑”向全国的“最多跑一次”改革,在话语表达和实践形式上呈现出鲜明的政府承诺特征。合意性和兑现性是理解政府承诺的两个重要维度,基于此构建的可信承诺分析框架为解释“最多跑一次”改革提供了一个不同视角,同时也给政府治理现代化的议题探讨带来了重要启示。Government commitment reflects the interaction between people's expectations and government response.In a broad sense,the ideal of governance and the public policies issued by the government can be regarded as the government's commitment to the people.In the narrow sense,government commitment is a kind of behavior mode of government governance.The"Visit Once"reform,initiated in Zhejiang province and"run"to the whole country,presents a distinct feature of government commitment in the form of discourse expression and practice.Agreement and fulfillment are two important dimensions to understand the government's commitment.The credible commitment analysis framework based on these two dimensions provides a different perspective to explain the"Visit Once"reform and brings important enlightenment to the discussion of the modernization of government governance as well.
